Administrative

This category includes all of the rules promulgated by the Ohio Department of Administrative Services that are subject to review by the Joint Committee on Agency Rule Review. The Ohio Department of Administrative Services provides quality centralized services, specialized support and innovative solutions to state agencies, boards and commissions as well as local governments and state universities. The Department has more than 30 program areas serving Ohio government customers, who in turn directly serve the interests of Ohio citizens. The Department helps procure goods and services, delivers information technology and mail, recruits and train personnel, promotes equal access to the state workforce, oversees state construction projects, leases and manage office space, processes payroll, prints publications and performs a variety of other services. The Department is organized into the divisions of Equal Opportunity, General Services and Human Resources as well as the Office of Collective Bargaining and Office of Information Technology.


Agriculture

This category includes all of the rules promulgated by the Ohio Department of Agriculture that are subject to review by the Joint Committee on Agency Rule Review. The Ohio Department of Agriculture provides regulatory protection to producers, agribusinesses, and the consuming public; promotes Ohio agricultural products in domestic and international markets; and educates citizens of Ohio about our agricultural industry.


Commerce - Division of Liquor Control

This category includes all of the rules promulgated by the Division of Liquor Control in the Ohio Department of Commerce that are subject to review by the Joint Committee on Agency Rule Review. The Division of Liquor Control is responsible for controlling the manufacture, distribution, and sale of all alcoholic beverages in the state. As the sole purchaser and distributor of spirituous liquor, which is sold through contracted private agencies, the Division generates significant sales and tax revenues for the state. Regulatory functions include the issuance of permits to the state's 24,000 privately owned and operated manufacturers, distributors, and retailers of alcoholic beverages, as well as industry compliance with the laws relating to the manufacture, importation, and distribution of beer and low-proof mixed beverages. The Division is also in charge of the approval of any labels that are placed on bottles of beer and wine.

Commerce - Financial Institutions

This category includes all of the rules promulgated by the Division of Financial Institutions in the Ohio Department of Commerce that are subject to review by the Joint Committee on Agency Rule Review. The Division of Financial Institutions is responsible for the examination, supervision, and regulation of Ohio-chartered banks, savings and loans, savings banks, and credit unions. It is also responsible for licensing finance companies, pawnbrokers, mortgage brokers, credit service organizations, check cashing services, precious metals dealers, and premium finance companies.

Commerce - Fire Marshal

This category includes all of the rules promulgated by the State Fire Marshall that are subject to review by the Joint Committee on Agency Rule Review. The Fire Marshall houses the Ohio Fire Academy, the Investigations Bureau, the Fire Forensic Laboratory, the Fire Prevention Bureau, the Code Enforcement Bureau, and the Bureau of Underground Storage Tank Regulation (BUSTR). The State Fire Marshal's Office enforces the Ohio Fire Code, investigates the cause and origin of fires and explosions and conducts fire prevention programs. BUSTR regulates underground storage tanks.

Commerce - Industrial Compliance and Labor

This category includes all of the rules promulgated by the Divisions of Industrial Compliance and Labor and Worker Safety in the Ohio Department of Commerce that are subject to review by the Joint Committee on Agency Rule Review. The Division of Industrial Compliance houses a number of bureaus. The Bureau of Construction Compliance includes Industrialized Units, Plumbing, Pressure Piping, and the Structural and Electrical Permit and Plan Approval Sections. The Bureau of Operations and Maintenance houses the Backflow, Bedding and Upholstered Furniture, and the Boiler and Elevator Inspection Sections. The Bureau of Licensing and Certification includes the Steam Engineers Section. This Division also registers travel agents/tour promoters. The Division of Labor and Worker Safety administers and enforces Ohio's prevailing wage, minimum wage, and minor labor laws. Additionally, it provides comprehensive consultation services to public and private entities in an effort to make Ohio workplaces free from safety hazards.

Commerce - Real Estate and Professional Licensing

This category includes all of the rules promulgated by the Division of Real Estate and Professional Licensing in the Ohio Department of Commerce that are subject to review by the Joint Committee on Agency Rule Review. The Division licenses and regulates real estate brokers and salespersons, certifies real estate appraisers and auctioneers, and registers foreign real estate brokers and salespersons, and certified appraisers. The Division also registers active cemeteries and regulates private investigators and security guards.

Commerce - Securities

This category includes all of the rules promulgated by the Division of Securities in the Ohio Department of Commerce that are subject to review by the Joint Committee on Agency Rule Review. The Division's mission is to provide the investing public with protection from unfair and fraudulent practices in the securities industry while at the same time promoting capital formation in Ohio. In addition to licensing securities salespersons and investment advisers, the division offers a broad spectrum of investor education materials. The term "security", under Ohio law, is broadly defined and includes stocks, bonds, debentures, options, commercial paper, and other types of debt and equity investments.

Commerce - Unclaimed Funds

This category includes all of the rules promulgated by the Division of Unclaimed Funds in the Ohio Department of Commerce that are subject to review by the Joint Committee on Agency Rule Review. The division is responsible for the collection, safekeeping, and return of monies designated as "unclaimed". Common sources of unclaimed funds include dormant bank accounts, unpaid insurance policies, unreturned utility and rent deposits, undelivered and un-cashed dividends and shares of stock, un-cashed checks, and forgotten layaway deposits.

Commerce - Video

This category consists of any rules promulgated pursuant to the Ohio Department of Commerce's authority under Senate Bill 117, the law that created a new, state-issued video-authorization process to replace the local cable television franchise process. The law gave the Ohio Department of Commerce jurisdiction over cable television providers who are granted state-issued video authorization, but not over satellite television providers. The law gives the Department of Commerce authority to investigate any alleged violation of or failure to comply with certain provisions of the law. However, the Department does not have any authority to regulate the rates, terms or conditions of a provider's service — including the networks or television stations that the video-services company decides to carry.


Economic Development

This category includes all of the rules promulgated by the Ohio Department of Development that are subject to review by the Joint Committee on Agency Rule Review.


Environment

The following 11 categories relate rules promulgated by the Ohio Environment Protection Agency. The mission of the Ohio EPA is to protect the environment and public health by ensuring compliance with environmental laws and demonstrating leadership in environmental stewardship, with the vision.

Environment - Air

This category includes rules promulgated by the Division of Air Pollution Control that ensure compliance with the federal Clean Air Act and work to reduce the emissions of air toxins. The Division also issues permits to sources of air pollution such as factories and monitor emissions from some vehicles.

Environment - Drinking Water

This category includes rules promulgated by the Division of Drinking and Ground Waters, specifically to the topic of drinking water, which ensure compliance with the federal Safe Drinking Water Act and evaluates potential threats to source waters of Ohio's 1,500 public water systems

Environment - Ground Water

This category includes rules promulgated by the Division of Drinking and Ground Waters, specifically to the topic of ground water, which ensure compliance with the federal Safe Drinking Water Act and evaluates potential threats to source waters of Ohio's 1,500 public water systems.

Environment - Surface Water

Environment - Solid Waste

Environment - Infectious Waste

Natural Resources

The regulatory mission of the Ohio Department of Natural Resources is to ensure a balance between wise use and protection of our natural resources for the benefit of all. The Department is organized into ten statutory divisions. Nine of these Divisions, in addition to one Office within the Department, file rules in accordance with the Revised Code to achieve its regulatory mission. Workers' Compensation - Bureau of Workers' Compensation

This category includes all of the rules promulgated by the Ohio Bureau of Workers' Compensation that are subject to review by the Joint Committee on Agency Rule Review. Two agencies administer Ohio's workers' compensation system: the Ohio Bureau of Workers' Compensation and the Industrial Commission of Ohio. The Bureau of Workers' Compensation is the administrative and insurance arm, collecting workers' compensation insurance premiums from employers, and overseeing compensable claims of injured workers. The Industrial Commission is the claims adjudicative branch that resolves disputes arising from a workers' compensation claim. The mission of the Bureau of Workers' Compensation is to protect injured workers and employers from loss as a result of workplace accidents, and to enhance the general health and well-being of Ohioans and the Ohio economy.

Workers' Compensation - Industrial Commission

This category includes all of the rules promulgated by the Ohio Industrial Commission that are subject to review by the Joint Committee on Agency Rule Review. Two agencies administer Ohio's workers' compensation system: the Ohio Bureau of Workers' Compensation and the Industrial Commission of Ohio. The Bureau of Workers' Compensation is the administrative and insurance arm, collecting workers' compensation insurance premiums from employers, and overseeing compensable claims of injured workers. The Industrial Commission is the claims adjudicative branch that resolves disputes arising from a workers' compensation claim.
